An Advanced Cargo Declaration (ACD) Certificate is an international shipping document that provides authorities with detailed cargo information before the shipment reaches its destination. It contains key data such as the consignee and consignor details, vessel information, and the loading and discharge ports. This advance reporting helps enhance security and ensures faster clearance of goods.

Effective January 1st, 2025, Yemen’s port authorities will require an ACD Certificate for all cargo bound for Yemeni ports. Shippers, exporters, and freight forwarders must obtain the ACD at the port of loading, and the issued ACD number must be clearly stated on the bill of lading for the shipment to be accepted and processed.

We offer Yemen ACD certificates for United States .

One might assume that a certificate as crucial as this wouldn’t be overlooked, but surprisingly, people often face penalties for not having this mandatory certificate more frequently than you might think.

      What is an ACD Certificate?

An ACD Certificate (Advance Cargo Declaration) is a mandatory pre-shipment document required by certain customs authorities—such as Yemen Customs—to verify cargo information before the goods arrive at the destination port.

It acts as an advance declaration containing key shipment data, enabling customs officials to conduct risk assessment, improve security, and streamline clearance procedures.

      What are the required documents?

There are 3-4 required documents for the process that you can find in the following:

      • Bill of Lading: It is a document that provides information about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.
      • Commercial Invoice: It contains details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.
      • Freight Invoice: It is a document only necessary if the freight cost isn’t on the commercial invoice.

What are the consequences of not having a ACD certificate?

It is essential to ensure that you possess this certificate at least five days before the vessel’s arrival at the destination port, and this is the latest allowable deadline. Failure to comply may result in a fine equivalent to twice the CTN cost, in addition to a regulation fee.
