The Sudan Customs Authority has officially announced the nationwide implementation of the Advance Cargo Declaration (ACD) system, as per the communication issued on 9 November 2025.

Mandatory Start Date

Beginning 1 January 2026, all shipments destined for Sudan must be processed through the ACD system.

      What is an ACD Certificate?

An ACD Certificate (Advance Cargo Declaration) is a mandatory pre-shipment document required by certain customs authorities—such as Sudan Customs—to verify cargo information before the goods arrive at the destination port.

It acts as an advance declaration containing key shipment data, enabling customs officials to conduct risk assessment, improve security, and streamline clearance procedures.

      What are the required documents?

There are 3-4 required documents for the process that you can find in the following:

      • Bill of Lading: It is a document that provides information about the exporter, the importer, the weight of the goods, the shipping line, the vessel name, etc.
      • Commercial Invoice: It contains details of the goods, the freight cost, the incoterm, and some other charges if there is any, etc.
      • Freight Invoice: It is a document only necessary if the freight cost isn’t on the commercial invoice.

What are the consequences of not having a ACD certificate?

It is essential to ensure that you possess this certificate at least five days before the vessel’s arrival at the destination port, and this is the latest allowable deadline. Failure to comply may result in a fine equivalent to twice the CTN cost, in addition to a regulation fee.

How long does it take to get Sudan ACD certificate?

We offer the convenience of delivering draft Sudan ACD certificates within just 24 hours. Our services extend to exporters worldwide.

If I don’t get the ACD before my shipment arrives is there a penalty?

There is a penalty for not obtaining the Sudan ACD before your shipment arrives. To avoid fines, make sure that the ECTN is processed and approved in advance of your shipment’s arrival at the port.

      Pricing

Certificate cost depends on the number of Bill of Lading’s and the containers, the country of origin, the port of discharge, etc. This is why we can’t give you an exact price for the CTN. But if you share your shipment’s details with us we can provide you the best charges for your certificate. We offer free quotations.
