The BESC for Mali must be presented within 5 days of departure and at least 5 days before arrival: the earlier date applies.

The BESC must be presented within 5 days of the vessel's departure, and no later than 5 days before it arrives at the port of discharge. As of 15/02/2020, BESC issuance is no longer possible at the borders, so the BESC must be requested and issued at origin.
